Holland Outlet Mall

Provast is working on a fabulous plan to put the heart of Holland on the map: the Holland Outlet Mall. The project will be located right in the middle between Rotterdam, The Hague, Utrecht and Amsterdam. It will be within 60 minutes’ travel for 10,000,000 people. The Holland Outlet Mall will be a high-end fashion outlet centre in the centre of Zoetermeer. It will be the first inner-city outlet centre in the Netherlands. The Holland Outlet Mall will largely replace the current commercial real estate. The project will meet the needs of both the residents of Zoetermeer and those living further away. Given the fragmentation of the high end of the fashion industry, the Holland Outlet Mall will complement the existing city centre, the Stadshart. The Holland Outlet Mall will be an experience in recreational shopping and an attraction for the whole region and tourists.

EXCELLENT LOCATION

Zoetermeer: Centrally located, lively, plenty of opportunities and a great experience

The location is in the city centre of Zoetermeer, immediately adjacent to the Stadshart. The excellent infrastructure in Zoetermeer will make the Holland Outlet Mall exceptionally well connected by both public transport and car. The trip on the RandstadRail light railway from the centre of The Hague is about 20 minutes and, in the future when the line is complete, from Rotterdam about 30 minutes. Zoetermeer city centre is easily accessible by the A4 and A12. There will be ample parking facilities at the location.

Its exceptional location in the Randstad conurbation, the existing infrastructure, the surrounding leisure activities such as indoor skiing, skating rinks, golf courses, wild water runs and so on, and the space to develop the inner city makes Zoetermeer the perfect location to turn the ideas into reality. The Holland Outlet Mall will be an important addition to Zoetermeer’s existing attractions. Visitors will combine a visit to the Stadshart with a stroll down the historic Dorpsstraat or a sports or leisure activity.

PLANNING

TThe development will be done in close consultation with the surroundings, the municipality of Zoetermeer, the Province of South Holland and other stakeholders.

The first sessions with residents and other stakeholders have already taken place and communication with these groups will continue during the process.

Steps 2 and 3 will take about two years, after which work can start on completion. Step 4, the building work, will last about one and a half years. Thereafter the opening can be celebrated.

At present, step 1, the project is assessing the needs and the impact of the Holland Outlet Mall. Stakeholders, through sounding board groups, have an important role in this. The schedule of the research and feasibility phase is as follows:

  • April/May: consultation phase 1
  • August: consultation phase 2
    • 30/8 sounding board groups
    • 31/8 board visit to the region’s municipalities
    • 31/8 general information evening
  • October: municipal executive decision
  • October: informing relevant parties about the results
  • November: city council decision
  • Thereafter: start design phase, procedures regarding zoning, various opportunities for input

What is a Factory Outlet Center?

A Factory Outlet Centre is a total experience; it is fun shopping. It is a place where brand shops are concentrated where direct sales to consumers is done in an attractive environment with hospitality facilities and leisure activities. The range on offer consists of accumulated stocks of high value high quality brand items that are sold at 30 to 70 percent discounted prices.

Why should there be a Factory Outlet Centre at this location?

Factory outlets give consumers an experience, a total concept, discounts, brands “under one roof” and a day out and this is what modern consumers want. To promote combination visits – where shoppers can enjoy a range of activities in the close proximity – the choice fell on an inner-city location. This parallels the vision of local authorities.

As a stakeholder, will I be involved?

The development will give a quality injection to the whole city and its surroundings. Research into interest in the Holland Outlet Mall is currently underway. This market research is divided into five sections, the outcomes of which will be discussed with the surroundings. As far as possible, any suggestions will be incorporated in the further design. What type of research is currently being done?

At present, the research is divided into the following areas:

How many visitors will the Holland Outlet Mall attract?

Initial research points to much interest in a Factory Outlet Centre at this location. The expected number of visitors will be in the region of five million a year.

How much is the municipality spending on this project?

This project is funded entirely by private investors.

How big will the Holland Outlet Mall be?

The shops at the Holland Outlet Mall will complement the shops in the existing city centre. They will primarily be in high-end fashion, sports and shoes. (See “What is a Factory Outlet Centre?”)

Where will the entrance to the car park be?

This is still being looked into. There will probably be three areas for parking below and in the immediate surroundings of the Holland Outlet Mall. There will probably be a direct connection from the Europaweg.

Will the Holland Outlet Mall also be accessible by public transport?

Its inner-city location will make the Holland Outlet Mall exceptionally easy to reach by public transport, including by the RandstadRail. The Holland Outlet Mall will also be easily accessible through the new NS station next to the A12. A P&R will also be built at this location.

Has consideration been given to possible congestion on the feeder roads?

Given the expected increase of traffic, the entire infrastructure of Zoetermeer is being assessed. The outcomes will be discussed with the stakeholders and if necessary, the plans will be adapted accordingly.

What will the Holland Outlet Mall look like?

The intention is for a modern, attractive design with green spaces that is a logical extension of the existing Stadshart.

What will the Holland Outlet Mall do for the municipality and the region?

The Holland Outlet Mall will strengthen the position of the Zoetermeer municipality and the entire region as an appealing leisure area. The city centre will thus remain attractive for consumers and tourists from the whole region and beyond. The Holland Outlet Mall will have a positive economic impact on the municipality, the region and the province.

Will the Holland Outlet Mall mean more competition for the existing shopping centre in the region?

DTNP, the market research company, is currently carrying out research into this. The input from the sounding board groups will be added to its outcomes. Link to results.

When will it open?

At the moment, the project is in the feasibility phase and much research is being carried out. We expect the spatial planning procedure to start next year. We expect the procedure and the designing to take two years. After that, we need about one and a half years for completion.
